All Three plug wires were wrong. No info came with the lamps. The Black ground wires were in the low beam position. The low beam blue wires were in the high beam position. The red high beam wires were in the common ground position. After moving the wires to the correct positions, they worked. I had to grind the ends of the light housings off about one sixteenth of an inch so the retaining rings would fit, then I was able to install them. Aside from the hassle, they worked fine.
