Hi, as this is an OE part, it is manufactured as an exact replacement by the factory. The tow hook cutout should be there; if the front parking sensors were an option, there may be a need to make a cutout for them. We did check with VW, and this bumper does fit all trim levels of the 2012 VW Passat.
